This fits no known numbers station format.  It is not sending numbers, but rather letters, and these are not cut numbers.  It is probably sending Russian Morse, as it uses several Russian characters.  Frequencies around that range have been used by the Russian Navy in the past.  All of this means it is almost certainly not a Numbers Station, rather it is more likely to be a military station, probably Russian Navy, so I have moved it to the Utility forum.

EDIT 2: per quick discussion with Token on the pirate chat, it's a Russian OFDM modem.

What I said in chat was that IF it was Russian it was probably some kind of OFDM, however I had not yet had time to look at the signal in software, and I was bothered by the apparent Doppler tone on the wrong side of the data.  The Russian systems typically put the Doppler tone above the data, say around 3300 Hz, this one apparently has a Doppler tone (judging by ear) below the data.

I still have not had a chance to look at the signal in detail, however I did get a chance to grab a histogram.  I am pretty sure this signal is not a Russian modem, but rather it is MIL-STD 188-110 A/B Appen B, possibly in 39 x 44.44 Bd QPSK or some signal based on that system.  Several people (including the Chinese) have come out with modifications to that format that can be hard to discern from the original.

(edit)  I have looked closer at this signal, and yes, it is either MIL-STD 188-110A Appendix B, 39 tone, or one of the many slightly modified versions of that signal in use by multiple sources.  The Bulgarians are known to use a version very similar to this, however I have not heard Bulgarians on that particular frequency.

Do you have more information on this, such as the structure of the message?  This is probably not spy numbers, but rather military.  Russia is known to use that freqs and CW for some mil traffic, possibly Navy, but need a bit more information to tell if it is mil or numbers.

331 000, heard on the Hong Kong websdr on globaltuners.

The call was 661, not 331.  As it was a null message it was "661  661  661  000" repeated for 2 minutes.

Frequency was 16037 kHz at 0300 UTC, and 14637 kHz at 0320 UTC.  Since it was a null the third transmission, 12137 kHz at 0340 UTC, did not happen.

Got a recording?  It is not going to be a spy station, but maybe with a bit more detail we can figure out what it is.  There are several possible stations on or around that freq.

So far UNIDed station 6925 USB, 0400 UTC, 24 September, 2016.  Sounded like history talk, maybe WW II stuff, not sure, then into the song "Somewhere Over the Rainbow" at 0409 UTC.  Sounds off at 0412 UTC, no ID heard.

Signal was weak but copiable here.

my bad, prldx is certainly correct.

Interesting, because at the time I was writing my response I was listening to Italcable on the Twente SDR, and there was a time tick and voice ever 10 seconds.  I heard the data on the 52 second mark and the second ticks after that to the 00 (with the gap on 59), followed by voice and 10 second time ticks, in USB only.  Because the 10 sec time tics and the normal Italcable were both USB I thought that was the source, now I assume you are correct on the source, and I was actually hearing both stations on that remote.

I knew that was not the normal format for Italcable, but they have played with several formats (including a 10 second announce in the past) I just assumed they were now using this one, Italcable has had different formats, including sending SSTV during the minute.
