Spy Numbers / Spanish number station question

Been hearing this station on 8096khz from time to time. Just curious why it sounds like there is a telephone ringing
constantly in the background. Anyone else notice this?
It sounds exactly like an old telephone ringer and it rings in a weird pattern behind the spanish lady.
Also noted that a few days ago the signal sounded horrible like the transmitter was dying or something.

You should make sure it isn't interference since a lot of computer
electronics have 4096khz clocks in them to devide down to 1khz.
I know the router in our house puts out ticking noises at 4096.

I must have 200 pieces of various electronic appliances parted out here and not a one of them have a 4096 clock?

4.096000 Allows binary division to 1 kHz (212 × 1 kHz)

It is a popular frequency used in modems and sometimes routers. I know I have a few
that I parted from circuit boards in the popular 4 pin packages used in computer electronics.
Also other frequencies used in computer electronics are known to devide down to 4096.

Has anyone here ever decoded number stations and uncovered something
really important that should be kept secret or the like?
I am new to listening to number stations and don't know much on how
to decode them.
Is there software to help decode them?
