Weak to fair signal on the west coast...quite a few static crashes tonight.

That is part of the 41 meter band, allocated for commercial broadcasting. Most pirates in North America use 43 meters, in particular from 6900 to about 6975 kHz with 6925 kHz being the most widely used frequency.
Wolf howls were part of the broadcast but maybe someone else came on with wolf howls of their own...seems quite a coincidence though.
How do you know it's a peskie and what is the criteria that says a peskie can't also be a pirate?

Given the frequency it was on, it was most likely a commercial broadcaster.

It had a good signal on the west coast but I got frustrated listening to the music constantly cutting off and starting up again so i turned the radio off...
