I copied this signal for about an hour on 13195 kHz. The tones are spaced at approximately 65 Hz, drifting around 13195 kHz +/- 1 kHz, about S3 to S1 at east coast U.S.

Sounds like slow CW beacon, but not 1:3 dih/dah ratio. Not Slow Feld. I'm hearing it all day today, every 5 minutes, lasts 2 minutes. It sounds as if there's an occasionally identifiable CW character, but there are characters that are not CW within the 2 minute broadcast. What is it?
