Utility / ACP51 6807 CW 09 JUN 2019 0003-0012z

Not sure if this is the correct place to post since I usually don't monitor the utility band much.
Very strong cw station has popped up routinely on Sunday and Wednesday nights on 6807 khz. The signal is 599 copy with a solid S9+ signal. I even picked it up on a cheap portable receiver. Message is transmitted at 8 wpm and then repeated at 14 wpm. Then disappears. I never hear any responses. The following transcript is as I heard it.
