Those sound like hardware problems not related to a memory reset.
I think that radio has to be set to "fine" on the slide switch for less than 5 khz.
If that radio has been stored for a long time , you may have physical problems with the contacts.
That wouldn't have anything to do with memory.
Low tech approach would be to press them like a hundred times each .
If it doesn't start working, then you'll have to look inside taking the radio apart.
Sounds to me there is corrosion from maybe moisture and sitting unused for a long period
Beyond that these radios are very difficult to work on.
If the other buttons work like they should , that sounds like a problem in the individual momentary switches .
