My suspicion about the curtailing of French and English broadcasts by DW on shortwave unfortunately has been confirmed.  My curiosity was peaked when I reviewed the B-17 schedule.  I listened to their final English broadcast on 28 Oct, sent an email reception report, and inquired about language broadcasts.  This is the response I received (note: German is also not on the B-17 schedule):

Thanks a lot for your reception report and your email request.

As from B17 schedule we do not transmitt english and french anymore on shortwave. Both languages are now available on FM in Africa only.

A QSL Card will be send to you soon by airmail.

Kind regards,

Both have variable reception from poor to very good due to fades.  First BBC reception of the day.  Heavy rain or B-17 schedule - to be determined.  While I noted 9915 as a winter frequency, 15400 is not shown on any winter schedule.

1323z No reception at all now, hints of a transmission.

As mentioned in a previous post, this might be DW's final English Broadcast.  There is no mention of English programs on their website for the B-17 season, though there is no official announcement of canceling English transmissions.  I am definitely going to request a qsl on this broadcast.
(Upon further review, the 1700z Broadcasts in French may be the final broadcasts in that language.  Good thing there is not a growing terrorist threat in West Africa that needs to be thwarted by some air borne enlightenment - ugh!)

Both frequencies are received very well.

1600z DW ID  Worldlink segment "Anger and Despair"  by Neil King.  Stories about refugees in Pakistan from Raheem, Myanmar

1518z "A card for Gabriel Jesus.  Sterling is coming into replace Bernardo Silva"

1537z "West Brom will make another change, the Irish international McClean will be coming on."
1540z "Gundongon will replace Jesus for Manchester City.  They will play with a false number 9 position."

1549z Otomendi tries to chip it back to Emerson but it is stolen and West Brom scores.  What a terrible mistake.  It is West Brom 2  Manchester City 3 here at the Hawthorns.  City has been sloppy.  The referee blows the full time whistle, City wins 2-3."

In reviewing DW's B-17 schedule on a couple of websites, it appears that have dropped their single daily hour of English in the B-17 season. HFCC's website:
http://www.hfcc.org/data/schedbybrc.php?seas=B17&broadc=DWL

Although in keeping with a growing trend, they maybe going to live football on Saturdays in the Hausa language.  If they are dropping English, their final broadcast in said language would be 1600z on 28 Oct on frequencies listed below (from short-wave.info):

9670    DEUTSCHE WELLE   16:00   17:00   1234567   English   250   7   Meyerton
