FEMA, along with several other government agencies, have weekly nets on several frequencies as part of the SECURE network.

These networks include heavy use of the lower frequencies, including 2/3 MHz for the Operation SECURE emergency management/civil defense MF-SSB/HF-SSB radio network.
    Hello  - Thank you for broadening the topic. For now I have not been able to determine some regularity of broadcasting, but what you have written gives me to think.   
 Like bandplane SECURE HF network, I found channel 5140 and described in my previous thread.
Perhaps we are approaching NATO procedures?

R. Harmony's identification.
There are short moments of distinguishing the characteristic music for them.
For this reason, it does not report their transmission.

Utility / Polish Civil Defense 3347,9 USB 1238 UTC 24 Jan 2019

   Once again, I managed to hit the Polish Civil Defense service. Although we have cellular networks, internet and VHF connectivity on a daily basis, they still use HF.
From 1238 UTC to 1356, one-way messages were broadcast at intervals of around 5 minutes. The structure of messages and used vocabulary were characteristic for the civil defense service.
The leader began each message with the words: uwaga tu Lajkonik tu Lajkonik,
then gave twice the message, for example:
- brzoza czajka fala 3311 - magneto tarka tęcza - alfa alfa drzewo  -  krzak fala 2308 - siarka fala 3311
and so on.
1356 was the last message, this time it did not give information about "the end of the exercise".

    Hello ZR - the decision is difficult, because forecasting itself and nature does its own.
From my observations of the last EU period, the 38m band is open daytime and closes closer to midnight. And yet there were evenings that I heard you very well.
   The 48m band in the day can be deaf to sunset, after which the signal strength increases and can be great. Maybe colleagues with experience in HAM's TX advice will give you more details. For me, none of these channels is silent or completely free from util. For me, the 6,295-6,260MHz section is better.
Be vigilant not to go to the emergency channel of some service.
If you find time, check yourself on Kiwi SDR in Europe. Today you had a great result - New Zealand, congratulations !!!

The MW 1.6-1.7 band is actively used in Europe by pirate stations GR, SB, NL.
The problem is that they are focused on national listeners and the leaders usually speak only in their national language. Usually the reception range for SWL is European, however, not many of us understand the ID given.
At the same time, many stations appear sporadically and fall silent. These more systematic stations also change their FRQ and are able to provide it to another friendly station.
Virtually the FRQ list is only valid for a few hours.
  In my QTH regularly hear 1 to 3 stations NL and GR, I rarely receive Serbian stations.      
 Listen and write in MW Free Radio, maybe you can get a list of stations!
