7169.92 is a frequency within the 40 meter amateur radio band. The band allocation is 7000 to 7300 KHz. Based on the recording time it sounds like US amateur stations are trying to work a DX station. 0035 UTC - PIP also on 14325, 14315, 14350, it appears the PIP is pulsing back and forth from the lower to the higher frequencies on 20 meters,
