This is a FEMA network. Net control is NNA5HF.

I tuned in to casual conversation about property drainage before officially seeking check-ins, then having heard a few, then sent digital traffic. Some traffic or other digital transmissions followed. After the initial flurry of activity, there was a lot of dead air (several minutes at a time) between net control transmissions and I did not stay with it.

SHARES is actually a NCC (National Coordinating Center for Communications) program, not a FEMA net, although some FEMA stations do participate. The frequency should also be 6765.0, not 6965.0 & the digital mode heard is MT63-1KL.

6910.0 is used by both US Army MARS (USB voice, ALE & 110A encrypted data) & the NCC SHARES program (USB voice, Olivia & MT63-1KL data).

I've only ever heard the growl come from airborne units tuning up. Sounds (pun intended) like they're testing interagency linking presumably for continuity of government in case of the Pocalypse.

61ZB7 is always an Airborne Command Post. Whether it's an E-4B or E-6B, I haven't a clue.

This is the FEMA DACN (Department & Agency Continuity  Network) & it's active in the third week of each month when the first week starts no later than a Tuesday. In December, the net kicked off a week early, presumably because of the holidays. In January of 2023, exercise dates should be on the 18th & 19th.

Notes: (1) An interesting observation. I can hear who I believe is 1BGQY and 61ZB7's antenna tuner tune up prior to transmission. This is odd as ALE stations should be using fast tune antenna tuner units (ATU) with memory. Sounds like a Collins ATU. (2) Thus far, no analogue traffic has been observed on this net.

61ZB7 is a STRATCOM Airborne Command Post. The same tune up "growl" can be heard on the HFGCS.

Clear voice transmissions are rare, but have been heard. In those instances, tactical call signs have been used, however, in the last clear voice I heard, the ALE address was used as the call.

Over modulated (here) OM/YL giving phonetic terms (Oscar, Foxtrot) for stretches of time.  Pauses and starts again.  Can not decipher most of words spoken.

That was a USB signal from a USN station on 6988.0 with a exercise EAM.

Are these typical USN EAM frequencies? I'm not familiar with them.

That looks & sounds like a 500 Hz VARA transmission, plus 6775.0 USB is a known frequency carrying HF VARA. In addition to 6775.0, you can find HF VARA on 3391.0, 4560.0, 4906.0, 7860,0, 9217.0 & 10267.0, all USB.
