Even better than a pi would be a thin client. They run on 12VDC. Just put ubuntu server on it.

It has 3 switch selectable low pass filters after the final. Amplify then high level modulation would be the way to go if you wanted more power.

That's the safest place to be because they are high gain antennas. All of the radiation is toward the horizon. And it's not even in the microwave bands. Probably 1900 MHZ.
