Digital signals with occasional talk weak and in the noise. Suspect MARS as this has been a active frequency for them in the past.
Getting some gibberish using MFSK64 decoder.

I have an entry in my personal database that it could be SHARES with ALE/MIL-STD 188-141 and voice. Maybe they use MIL-STD 188-110 either ...

6910.0 is used by both US Army MARS (USB voice, ALE & 110A encrypted data) & the NCC SHARES program (USB voice, Olivia & MT63-1KL data).
