That's the Europirate, Indy Radio, coming to you from a studio in Southern Spain. It's a guess where the transmitter and antenna are. They're supposed to be running 15 watts. I've been listening to them on Chris's Kiwi w/ the 250 ft. V-beam pointed at Europe since summer.
The current time window,0:00 to 3:00 utc. has been the best time to catch them this winter. If you hear audio, go to the board Wiki and scroll to the Kiwi SDR entry. Go to the Kiwi map and you'll see two little dots off N.W. Africa. Those are the Canary Island Kiwi's, all 2 of them. The one you want is the Fuerteventura one. It has an 80 meter vertical loop and Indy booms in there. If it's the same stuff you're hearing here, you've got 'em.
