That's the late Brother Ralph Stair of the Overcomer Ministry in Walterboro, South Carolina. The cult is based in an old motel there and own's many properties in the region, as like many Fundamentalist churches here, it's main revenue comes from getting older members to will their homes and property to them when they die. They milk them of their savings long before death.

Ralph stumbled onto a trick from the Reverend Moon, using his followers as unpaid labor on his holdings, to generate more money, it's called slavery.

Now that Ralph is dead, his higher ranking followers keep that income stream flowing with the same methods and buy time on radio stations worldwide to play Ralph's sermons to rope more sheep into the flock.
