Heard via handheld receivers (scanners) using a telescopic CB HT antenna.  From 1400 UTC to 1430 UTC or so. 

31.100 MHz FM [CSQ] - Carrier squelch.

Checked the other "usual suspects" and there seemed to be something there - but 31.100 MHz was by far the loudest and clearest.  I was able to close the squelch and they sounded like local two-way land mobile at points.
