UNID (SVO?) 17341 USB 2000 UTC 16 FEB 2023

2000z YL speaking, maybe Greek. The only thing I could find online is - SVO Olympia Radio. I've heard their CW channel marker before I think but never any voice traffic. Is this a Volmet type station?

I encountered their CW beacon last night on 8424 when I looked it up I got the same thing. When I googled it, they apparently contract voice comms, RTTY comms, etc. or something like that.
