Very interesting catch. Is this your own recording? If not, I am wondering if it is just a fake that someone cobbled together. The voice portion sounds "inserted". Regardless, a translation would be interesting.

No, not mine. The vid does not look edited, you can hear where the mic is connected, with a bad mains hum.

    I believe that this is the original recording of the Russian announcer - the voice timbre and syntax of the message match earlier messages.

The message below or above the buzz may sometimes happen. I periodically monitor it and hear the messages in such way. There may be two subnetworks using the same frequency. And sometimes if one station needs to send the message they can't ask the second to switch off the buzz. According to the reports in Russian oppositional Telegram channels the Altai and Caucasus special utility terminals in the army positions are blocked. And as you understand, these questions are subject of discussion on the protected freqs.
