According to the Japanese radio amateur Ryota Motobayashi(JJ1WTL), a shortwave digital experimental station has been established in Chiba Prefecture near Tokyo. Japanese Ministry of Internal Affairs and Communications has licensed the following two experimental shortwave stations to DATACOM SERVICES LLC.

 Callsign JS2RA
   License period 15 September 2022 - 31 December 2023
   for data transmission to Chicago
 Power 10 kW
  D1D 6864 6900 9081 9126 kHz
     G1D 10845 10953 12117 12159 14673 14736 16119 16209kHz
  Call sign JS2RB
   License period 15 Jan 2023 - 31 Dec 2023
for data transmission to the Philippines
 Power 5 kW
     D1D 6864 9081 10845 12117kHz
  G1D 14673 16119kHz

The aim is to put data transmission for financial transactions into practical use. The transmitter site is located at Kubota, Sodegaura City, Chiba Prefecture, where log-periodic antennas for each direction are in use. See photographs and others at his website in Japanese https://jj1wtl.seesaa.net/article/499204144.html
DATACOM SERVICES LLC was established in 2016 and the head office is located at Chuo-district in Tokyo. No further information is available.

Japanese Ministry of Internal Affairs and Communications set up the working group to study about the possibility of shortwave fixed digital communication. The group will report the idea in June 2023. The official institutionalization of the system will be done in latter half of 2023. In the critical financial data communication, delay is a major problem. The major advantage of shortwave digital communication is that the dalay is only 33ms from Tokyo to Chicago (about 10000km), while 260ms in satellite communication, 50ms in optical fiber, moreover with less construction and operation costs. In USA it was reported there were more than 157 experimental shortwave stations for this purpose in 2018.
