17720 KHZ R.HABANA CUBA 22:10 UTC in Spanish signal 59+

This must be one of the dirtiest signals I have ever heard out of Cuba in a long time.  Over driven with splatter up to 17731+ KHZ and down to 17700 KHZ... 

When will they ever learn? or do they really care?  maybe both?

I think it's don't care. I regularily also hear China splattering all over R. Australia or RNZI.
