00:18 back on  - can anyone transcribe?

This signal is 75 bd, 850 Hz, FSK.  It is encrypted.  In this format it is known as STANAG 4481 FSK and is military in nature, probably US Military but possibly NATO.

No one here is going to be able to transcribe this station under most conditions.  These stations do, sometimes, shift to in-the-clear however not often and I have not seen the one on this frequency do so yet.
