On playing song I didn't recognize, S9 signal over a S4 noise floor.
Began sending morse code groups over the music.
For what its worth, here is the message:

AGIJM OGKGS PRIJJ BMSLII=
WIETH FDAAJ MRARN TIEES=
BLEAN OOFJA RANBR LANTA=
00000

All 5-letter groups except one, maybe the 2 I's are really an H.

Hearing air raid sirens right now at 0434z, S3-S4 and something about "the emergency broadcast system".  The vocal audio is difficult to understand here.

That's in the middle of an aeronautical band.  It's highly unlikely the FCC would grant them a license to use 3450.  The FCC doesn't just grant licenses to use random HF frequencies anyway, but they definitely wouldn't allow a game maker a license in the aero band.
