1820 UTC: Second time today I've caught this via the web controlled ICOM R75 located in NY (not a peep here in Texas). Possibly relay of an Hour of Slack program, or at least a Subgenius theme program. Long list of people who "will be shot", including Michael Jackson, Rush Limbaugh, Alan Alda, fat people, old people, smart aleck teenagers, Buddhists, Nazis, Republicans, Democrats, blind and deaf people... pretty much everybody will be shot, although hermaphrodites might be spared. Mentions of slack, Ivan Stang and other Subgenius references.

Seemed to be on a loop, repeating every few minutes.
