RTTY/STANAG Strong S9 fades to S7. No decode. The only thing I can find is a 2017 log by Linkz on this forum. AnyWUN know this stn?

Hi.

Is 10319,0 kHz the center frequency (CF) or the tuned usb-frequency? If tuned usb it could be 10320,0 kHz CF -> Ny Wahiawa, HI - TX Dixon, CA   STANAG4481  - NCTAMS PAC CommCenter in Wahiawa, HI via remote TX at 38.371389, -121.775569 (CM98CI).

I have no other station listed that fits your observation.
