Early this morning I was up and I thought I would give Radio Tibet a try.  I didn't hear anything.  I listened up and down a couple kilohertz.  I did hear louder white noise on this frequency and nearby, possibly a carrier?  I think the transmitter is pointed right at America on this station at this time.
