Just inside the 10M band so it could be an amateur testing something..

Almost sounds like really badly modulated voice signal at times. Recording it now and will post a link shortly.

Signal is 2 kHz wide, made up of 20 or 22 individual tones.

Instead of sideband, try FM.  This sounds like a ham radio operator (or repeater), in FM mode.  And 29659 kHz is dead in the FM portion of 10 meters.

The tones are jsut that, CTCSS tones, in this case it sounds like tone 14, 107.2 Hz, but that is jsut going by ear, I did not measure it to make sure, so it could be 13, 103.5 Hz, or 15, 110.9 Hz.
