Is this the right forum for this?
I happened upon some phonics.  
It sounds like it just ended at 1835 utc. "This is H O out."

The voice was too funny, it sounded like a bored American football player.  "Yankee, sigh..., quebec, etc.)
Now I realize it was ITU phonics.  I wish I wrote them down to see if it spelled something.

This is the US Air Force High Frequency Global Communication System  (HF GCS)  Its used by all Department of Defense services. There's tons of info about the HF GCS and EAM/FDM broadcasts online. Here are just a few:

I just noticed that there are about 200(!) users on the U Twente sdr all sitting on HF GCS frequencies and totally freaking out on each transmission..."this is it"...."here we go"...."OMG that guy has an accent"... They are pretty funny but I don't think they intend to be.

No, Spy Numbers is not the right forum for HF-GCS receptions, although it is a common mistake.  These should be in Utilities.  I'll move it for you.

Cool stuff, I just learned that Obama used some strong words about a Russian invasion so maybe the U Twente guys are alert about that.
