Don't have any idea what this one is & I hope someone else is around to try to hear this one, might be local but I doubt it very much because of the fading.  Not really data because it keeps repeating over and over... reminds me of someone running their thumb across the teeth of a comb...  Tones go from high to low...  might be a beacon?  or a frequency marker???  whatever ???
