Unsceduled broadcast, out of band  - sounds like studio link or emergency broadcast very urgent sounding from Iran or elsewhere in the Middle East. This broadcast has been ongoing since the middle of the afternoon.Maybe someone who unserstands Arabic or Farsi could identify it(?)

Listening via Twente.  Google Arabic translator working; seems to be a pro-Western broadcast relating to today's events.
ETA:  In the past, the frequency has been associated with Kuwait.

1946: Weak but readable signal, although in an unid language. Slight noise.
