On/Off signal 7041.7, 7048.5, 7060 7067 kHz USB

I've been  listening to USB on/off signals on 7041.7, 7048.5, 7060 7067 kHz USB.
They are not CW, but on/off keying which sounds like CW to the untrained listener.  I thought it might be wide space TTY but there's no correlation to a mark/space with these signals that I can tell.

They are transmit simultaneously but not the same characters, and the transmissions last about 15 minutes or so, with a break of about a few minutes, then back on again, all 4 signals.

They are s9 in Florida.

It appears to be the same set of characters repeating about every 10 seconds.

What are they?


UPDATE:   7041/7048  and 7060/7067 are TTY with a 7 kHz spacing.   Who is this?

I first heard what sounded like super fast, sloppy CW that occurred simultaneously on two different frequencies, 7 kHz apart, and that transmission would suddenly shift to another two frequencies 7 kHz apart. It was in the lower section of the 40M ham band, in the 'CW section'. I first heard it 3-4 weeks ago, and a few times since.

I thought it was drunk hams sending bad Japanese CW. But it's Russian FSK. It's apparently based out of the Crimea.

I've heard it mostly during the early a.m. hours here on the US West Coast, but I've actually heard it at least twice during the early evening hours as well (probably the grey line effect). I've heard it on 7042-7049, and 7046-7051 (going by memory here).

It's a form of FSK, 7 kHz apart, and it sounds like sloppy, super fast, unintelligable CW. Sometimes I'd hear a dit-dit (like two E's) every 5-10 seconds, like it's some sort of break in the comm's, but not always.

There's a YouTube clip a guy posted on this. I don't remember the title of it, but searching for Russian 7 kHz FSK might bring it up.

Apparently the transmitters are pretty powerful, to reach the PNW, at my location here in WA state. I even heard them on my DX-440 with a 13 foot antenna in my den.

After hearing some of these Russian FSK 7 kHz split signals, I am convinced that not all of them are from the Crimea.

I think at least some of them are from the Russian Far East somewhere, probably on high powered transmitters.

This a.m. around 1522-1550 UTC I heard three separate transmissions, on 6 different paired frequencies, and on at least one of those paired frequencies the signals were about S5 out of 5, and there's no way that's Crimea hitting the PNW at S5.

I also heard much weaker signals on two of the other paired frequencies -- which I suppose could indeed be Crimea, being that is is reported that these signals slam receivers in places as diverse as Florida and Algeria, and I've heard some transmissions on paired frequencies in the 40M band that would match grey line prop to Eastern Europe -- if the transmitters are louder than your average high powered CW ham.

This morning was the first time I'd heard three separate paired frequencies transmitting, 7064-7071 (S5), 7042-7049 (S1~) and 7063-7070 (S1~ or less). The frequencies changed, all by a couple kHz, after about 20 minutes or so of transmission (I didn't clock it). All during the morning (Pacific time) of March 20th, 2026.

I suspect that the two paired frequencies with the S1 or less signals may have been Crimea as others online have stated. But the one pair with the S5 signals was too strong for Crimea -- especially when there were no CW signals on 40M from anywhere at the time, much less the eastern region of Europe.

I used my XHDATA D808 and 25 ft. indoor wire.
