Very strange digital mode on 8.580MHz

Caught this tonight on 8.580MHz.  It sounds like the Decepticons from the movie Transformers.  But really, what is this???

Saab Grintek MHF-50 modem.  Most often used by the South African Navy (maybe the only regular user of this modem?).  8580 kHz is a common frequency for this signal, and is often paired with 12982 kHz USB.
