UNID 3331/3332 KHz 2015-12-13 04:22 UTC

A series of "beeps" on 3331 KHz later followed by a digital(?) signal on 3332 KHz.
Video here: https://youtu.be/5YI7Ln3SvPM

At approx 00:48 into the video the beeping stops and the digital begins. The beeping begins again at 00:57. This cycle repeats.

Any idea what this would be?
