I stopped doing wideband recordings looking for V24 about 2 weeks ago.  At that time (1430 UTC, Feb 14) I was recording that frequency range, but I was on an antenna not pointed towards Asia.  I can tell there is a carrier on 5290 kHz, but little else.

Of course, right after I saw that post on radio.chobi.net I restarted V24 recordings, but that will not help for confirming that the Feb 14 transmission did occur.

If it was V24 heard on 5290 kHz at 1430 UTC then the station has a new schedule, as that time period and frequency were not an active combination before the station stopped operation in 2015.

(edit)  Yes, V24 is back.  Today, Feb 15, 2016, at 1500 UTC it was active with music and then numbers on 6215 kHz.  Same format and voice as before.  Modulation was slightly better than historically seen.

My video of the Feb 15 transmission here  https://www.youtube.com/watch?v=wxalaT0ozlg
