1725.4 kHz UNID start/stop carrier 0040 UTC 10/11/2016

Not sure what this is and I've never seen this before in the 1720-1800 kHz band.  Carrier at 1724.4 kHz, 9 seconds on and 9 seconds off, repeating.  No apparent modulation and the carrier sounds a bit "fuzzy", so to speak.  Weak into Michigan but fairly strong on the east coast remotes.  Malfunctioning driftnet beacon?  I dunno!

I just checked 1725.4 here at 0046 UTC and I'm getting that intermittent carrier at S7 with some kind of beeping beacon also clearly heard. The beeping beacon is on even when the carrier is not. Hmmm....
QSL's to poorbrookking >at< aol.com are greatly appreciated! All reception and postings using My radio, My antenna, and generally in real time(excluding posting of SSTV images!).
