I have seen this when using SDRdx.  The radar seems to have a sub-frequency almost exactly the same as the SDRdx waterfall update rate.
It looks completely different when using other SDR software (more of a solid wide-band signal without the candy-striping).

Yes, I tried other FFT sizes to change the waterfall update rate, and they did not produce such an appealing image  ;D
