Strong middle eastern chanting by OM...Off at 2359 UTC...sounded like a recitation from the Quran or something like that...solid S4 signal here above the storm static

Could this have been National Radio Rep. of Sahara i.e. Western Sahara?  I've heard of them somewhere around 6200-6300, but never caught them.  I wonder if they're active/active again?  Alternately, maybe Niger?
