I think this was Portuguese, about an SIO 433 on the SDR recording. It also sounded like periodic data bursts - not sure if by these guys or someone else.  Off around 0310.  I don't think this was gov/mil as they did not sound very disciplined.

I have noticed a bit of activity on 6950 the last few weeks, annoying since this is a fairly heavily used pirate frequency.
