This frequency has been on and off active since about 2200 UTC.  Hearing a YL talking to another, weaker station...however, the stronger station has an odd echo or reverb characteristic making it very difficult to make out what she's saying.  I think she's speaking Spanish, but it almost sounds like music being played backwards at points (the reverb). 

This may be some sort of radiotelephone or phone patch system
