NCS042 net control then handed net control to AFA3UE

NCS042 (net control) working several AA and AFA prefix stations, Freestate 40, Freestate 42 (which I believe are Civil Air Patrol callsigns) in both voice and digital (MT63), Skyline 4XX calling net control at 1612 UTC, AFA3UE now net control calling for all stations and all relays at 1612 UTC.    Skyline 4XX with distorted audio, NC gave signal report. 

1613 UTC - net control NC station calling for additional stations
1613 UTC - very weak station attempting to check into net
1614 UTC - AAR3FK (I think) in Maryland check in time 1614z "how long will you be in the net, over?" "until 1630 UTC"
1615 UTC - Whitetail 41 (YL operator with EOT or roger beep) checking into net
1615 UTC - SHARES Regional Coordination Net Northeast ID, request for additional check-ins
1616 UTC - "no additional message from the head shed today, out"
1616 UTC - requesting check ins from hurricane affected areas (nothing heard), requesting relays
1617 UTC - NCS120 Pennsylvania checking in (OM operator with EOT beep or roger beep similar to Whitetail 41)
1618 UTC - KGG38A Virginia checking into net, would like to check in and check out, checked out at 1619
1619 UTC - SHARES Region 4 Coordination Net Northeast ID with request for additional stations
1630 UTC - AFA3UE net control requesting any stations in hurricane affected areas (nothing heard)

1639 UTC - appears that 6765 USB and 6910 USB SHARES frequencies are now quiet, while this frequency remains active
1640 UTC - NCS042 resuming net control "station figures 2 2"
1640 UTC - NCS042 (considerably stronger signal than previous net control) giving net ID
1641 UTC - NCS042 ID requesting check ins with any station in hurricane area
1642 UTC - SHARES Northeast, SHARES Northeast...any additional stations for the net, any station, any region
1642 UTC - continued calling by net control for any station, any region, any relay, etc etc
1645 UTC - MT63 1000Hz long interleaved "500" data transmission S7 signal strength good copy
1646 UTC - back to USB voice transmission, net control NCS042 calling for any station (general call repeated)
1647 UTC - NNX3YT checking in (checking back in? - already logged at 1637 UTC)
1648 UTC - NCS042 ID "about 30 miles north of New York City"
1648 UTC - NNX3YT states no copy of MT63 traffic, net control brushes him off and says "that's fine"
1649 UTC - AAR3RF checking into net, informs net control that he may need to check the times on his messages
1650 UTC - AFA3UE resuming net control, taking net control until close of net at 1700, now have 22 stations checked in
1650 UTC - AFA3UE and NCS042 transmitting over each other, followed by AFA3UE/NC requesting relays
1651 UTC - Net control AFA3UE working NCS042, discussing time stamp issues with MT63 data file transmission
1654 UTC - relay requested on station KNNP491 - too weak for net control to copy
1655 UTC - AFA3UE with relay from NCS042 negative copy on UNID possible KNNP491 station
1657 UTC - net control copies 3RF relay KNNP491 full copy to net control KNNP491
1658 UTC - KNNP491 callsign assigned to American National Red Cross FCC land mobile license
