UNID Spanish Language 11607 kHz USB 1600 UTC 4 Oct 2017

Hearing faint Spanish language traffic on another 25 meter shortwave broadcast band (11600-12100 kHz officially, with several stations operating above and below those "limits").  Very faint traffic heard but I imagine this is another fishing fleet "hiding" themselves in the shortwave broadcast bands. 

11702 kHz USB, 11802 kHz USB and others have been logged in the past...11607 kHz USB fits in this "pattern"

I remember to heard about a outbander group that use that frequencies in SSB, according to some conversations that I had with one of these operators of the 25 meter band, this transmissions could come from Cordoba province in Argentina, is just an supposition but I should check it for be sure.

So chances are these Spanish language 11 MHz band transmissions are freebander / outbander groups and not fishing fleets?  At least the ones operating in the 25 meter band?

It is the most probable that they are freebanders, generally Spanish speaking fisherers (from Argentina, Chile, Peru, etc) respect a more little the broadcast segments, the problem is that in the Americas are many spanish speaking countries, so they could be fisherers or just freebanders from the caribbean, and I do not have much information about radio operation on that latitudes. BUT according my conversations with the argentinean freebander the ID is correct. I'm not too sure but is the most possible hypothesis according also with what you describe in the log.
