Possibly military traffic.  Maybe training.  Hearing similar traffic on 8940 kHz USB, 8957 kHz USB, 8996 kHz USB and 9004 kHz USB. 

The traffic on 8989 kHz USB is in Spanish, and is a single station reading a long series of terms, repeating "Pablo" over and over again.  Similar traffic on the other frequencies listed.  I have a feeling these are military training nets, but they could easily be freebanders, especially when you consider that they have been logged on similar 8 MHz frequencies lately.
