Maybe someone can help me with this one.  Listening to 1690 AM on a Queens, NY based SDR right now....hearing a female electronic voice repeating, "this is a broadcast test of the text-to-speech capability of the VR2000 software package".  Anybody have any clue who/what this is?

It is the DR-2000 software package...

That is one of the software packages used for TIS informational stations. Must be troubleshooting or it is in an error mode.

UPDATE: After listening for a few minutes there was some brief interruption in audio as if someone was working on it.
