At 2100 & 2130Z, I also checked HFGCS to see if it was simulcast on that net, but HFGCS frequencies were silent at that time and when they got around to their EAM it was different than here in UHF.

Heard a few more EAMs after this on the two frequencies, but weaker and a different message. I wasn't able to copy the full message. And the signal was varying.

In doing some research, it may have been a USN E-6B overhead. This is exceedingly rare, as we have very little UHF military traffic (radio or otherwise) in our area. Can't remember the last time I heard anything on 311.0 (since the old SAC days).

Likely an E-6 like you said.   There's probably an orbit in the upper Midwest and you never know when those 2 frequencies will come active.
Default RX location is Wisconsin using various wire antennas. Other RX will be noted.
