Signal: S 9 with fading
Software: FlDigi ver. 4.0.13
Carrier Shift: 200 Hz
Baud Rate: Unknown, 75 gave the best results but still gibberish
Bits per character: 5
Parity: none
Stop bits: 1.5

Mostly the signal was in idle but once in a while the carrier would spit out some letters/numbers for a few seconds and then back to idle.

 NAVTEX alternate freq on 4 MHz (4209.5 kHz)
