French chat 4.050MHz USB...

This week I logged two or three French speaking males chatting on 4.050MHz USB at 0738z with one of the group a good 5X9, two days later the same group was found on 4.054MHz around the same time. 

Judging by the time of logging and paths available for 4MHz it points to New Caledonia.  Maybe they are charter boat operaors (New Caledonia is a big tourist destination) or fishing boats operating out of Noumea?  Could even be yachties as Noumea is a big base for locals with yachts.

Any other suggestions?  Google and other sources has turned up with a blank. ;)
