10790 wideband data? July 2/3 2018

Hello all!
All evening I've heard this very strange wideband signal from ~10777khz - ~10802khz. Heavy fading from noise floor to -58dBm in central NY, but getting quieter around 0500z. Also heard on utwente websdr.

Full signal, lots of fading.


Closer inspection shows a strange symmetry at 10784 and 10796khz.

Some kind of PSK? WBHF? I don't think I've seen anything like this before.
