6860 kHz 6.860 MHz USB mode (LSB also has some traffic too but its much weaker)

Spanish language traffic, likely outbanders/freebanders or fishing fleets using the 43 meter band to communicate outside of the marine bands.  Chances are these guys are land-based radio hobbyists operating outside of the amateur bands for whatever reason. 

That, or they're drug runners :D
