10252.2 kHz USB, I think its Portuguese or maybe Spanish with a weird accent.  Two or three stations talking with good signals.  Lots of laughing and general banter, so my guess would be fishing boats, fishery radio or free banders or outbanders.  Yet another 10 MHz logging these guys are all over the bands.
