"S" morse in // and alternating

Noted in passing from 2115z 13 Nov 2018 "S" in cw on two parallel frequencies 13819.6 kHz & 13820.4 kHz and alternating  between the two  ???
Most times & frequencies posted are only an approximation.

2203 UTC - Alternating CW signal is S7 in WNY, with some fading. No idea what it is.
2221 UTC - The signal alternates for 23 / 24 seconds then stops for about 12 / 13 seconds and starts alternating again.
2228 UTC - CW signal stopped, no longer seeing them on the panadapter.
