Found this signal on 9265 KHZ @ 18:45 UTC.
 Anyone have an idea on what it may be?

As I was writing this the station WINB in Red Lion has came on.  Might have something to do with the beginning of the transmission?

Hi! The transmission on the Youtube clip is in MFSK64 mode. You can decode it with special software, e.g.: fldigi, etc.
