Monitored via uTwente SDR.... there was no signal copied at all at 1600z on 11461 USB, and the broadcast at 1620 on 10261 USB was very faint. I wonder where is the target of the transmission? Nothing heard on the Chiba Japan kiwi SDR, nor any American QTH that I could raise. Night time in Russia and across all of Asia at that time, as well as Eastern and Central Europe. The message was very long, running until 16:24:46 UTC which is far and away the longest message I've personally copied on XPA2. Will check at 1640 for scheduled broadcast on 9161 USB.

9161 USB broadcast at 1640z was stronger on uTwente but unfortunately Rivet build 90 had too many errors, so no message to share.

Maybe it was just the conditions at 1600, but there was no signal at all on uTwente, and a pretty weak one at 1620, with only 1640 having any real strength and not as much as one can usually expect.

XPA2, 13538 USB, 12 FEB 2019, 1540, very good signal here, but every time I tried to use Rivet build 90 to decode, there would be two number groups decoded as only four digits long, leading me to believe that Rivet isn't a perfectly accurate decoder.

The earlier transmissions at 16338 / 1500z and 14538 / 1520z were also heard in Denver but both were much weaker.
